Future of the Moe Gardens Caravan Park

The Caravan Park located at 1 Mitchells Road, Moe, is situated on Crown land, with Latrobe City Council appointed as the Committee of Management.

The park is operated by a third-party provider under a lease agreement with Council, which was originally due to expire on 31 May 2026.

To assess the condition of the park's infrastructure and ensure ongoing compliance, Council commissioned a compliance audit. The audit has now been completed and found the park's infrastructure to be in generally sound condition, with the overall standard of the park considered reasonable.

At the 28 September Council meeting, Council resolved to

1. Notes the Moe Gardens Caravan Park compliance audit report (Confidential Attachment 1);
2. In accordance with section 115 of the Local Government Act 2020 and Council's Community Engagement Policy, commences a community engagement process regarding Council's intention to consider the issuing of a long-term lease for the operation of the Moe Gardens Caravan Park;
   
3. Following the commencement of the community engagement process, undertakes an Expression of Interest process to identify a potential future operator of the Moe Gardens Caravan Park to inform any future lease agreement;
4. Notes that no decision will be made regarding the appointment of an operator or the issuing of any lease until the community engagement and Expression of Interest processes have been completed and considered by Council; and
5. Receives a further report detailing:
   1. any submissions from the community engagement process;
   2. the outcome of the Expression of Interest process; and
   3. a recommendation regarding the future of the Moe Gardens Caravan Park

The community is now invited to provide feedback on the proposed granting of a long-term lease for the Caravan Park. The future operator will be selected through an independent Expression of Interest (EOI) process. Community consultation will remain open until Friday, 6 November 2026.
