About Amendment C141

Amendment C141 was lodged by Millar Merrigan and NBA Group on behalf of Gippsland Development Group. It is a combined Planning Scheme Amendment and planning permit request under Section 96a of the Planning and Environment Act 1987

The proposed amendment will:

  • Rezone land at Philip Parade, Churchill from Commercial 1 Zone to part Residential Growth Zone Schedule 4 (Churchill Activity Centre) and part Commercial 1 Zone.
  • Make administrative changes to the Churchill Town Structure Plan at Clause 11.01-1L, Churchill Activity Centre Plan at Clause 11.03-1L and Churchill Housing Framework Plan at Clause 16.01-1L to reflect the rezoning.

Planning permit application 2023/254 seeks approval for a:

  • Multi Lot Subdivision; and
  • Removal of Native Vegetation

Specifically, Amendment C141 proposes to

  • Amend Map 96 to apply the Residential Growth Zone, Schedule 4 (Churchill Activity Centre) to Lot C PS 849090M;
  • Amend the Clause 11.01-1L (Settlement) to insert an updated Churchill Town Structure Plan;
  • Amend Clause 11.03-1L (Activity Centres) to insert an updated Churchill Activity Centre Plan; and
  • Amend Clause 16.01-1L (Housing Supply) to insert an update Churchill Housing Framework Plan.
