Social & Affordable Housing Strategy
In November 2020 the State Government announced the ‘Big Housing Build’ which aims to construct more than 12,000 new homes throughout metro and regional Victoria, as well as supporting around 10,000 jobs, per year over the next four years, to supercharge Victoria’s economic recovery through the pandemic and beyond.
The package aims to boost the state’s social housing supply by 10 per cent in just four years – providing a stable foundation for thousands of Victorians to build their lives.
The investment proposes to deliver 9,300 new social housing homes – including replacing 1,100 old public housing units and a further 2,900 new affordable and low-cost homes to be built to help low-to-moderate income earners live closer to where they work and provide options for private rental.
The program will deliver secure, modern, and affordable homes throughout Victoria – with 25 per cent of funding to be allocated to regional Victoria.
In response to the Victorian State governments announcement Council developed an Interim Latrobe City Social & Affordable Housing Policy (adopted 4 October 2021) to establish a policy position for planning permit applications for social and affordable housing until such-time that a Latrobe City Social & Affordable Housing Strategy be developed and adopted.
The Latrobe City Social & Affordable Housing Strategy was completed in November 2021 and endorsed by Council on 6 December 2021 for exhibition as part of Planning Scheme Amendment C136.
Urban Design Guidelines Update
The Latrobe City Council Urban Design Guidelines were created and identified as a reference document in the Latrobe Planning Scheme as a result of Amendment C105 Live Work Latrobe.
The Urban Design Guidelines are a guidance document that identifies key design considerations such as spacing of dwellings, presentation to the street and addresses the desire to continue looking like regional suburbs, as opposed to Melbourne suburbs.
At the request of the Department of Transport and Planning (DTP) post exhibition changes to the residential schedules within the Latrobe Planning Scheme were made to comply with Planning Practice Note 91 Using the Residential Zones.
This updating of residential schedules resulted in some minor conflicts between zones and what was sought to be achieved by the Urban Design Guidelines. As a result, updates to the residential component of the Urban Design Guidelines were identified as necessary future work.
The updating of the residential component of the Latrobe City Urban Design Guidelines provides greater direction for best practice planning outcomes, achieving better urban amenity outcomes for the community.
The imbedding of the Latrobe City Urban Design Guidelines 2021 into the planning scheme provides guidance to Council Officers, Councillors and applicants on better design outcomes and allow for a clear decision- making framework/ performance criteria when Council are assessing planning permit applications.
About Amendment C136
Amendment C136 proposes to implement the recommendations of the:
- draft Latrobe Social and Affordable Housing Strategy 2021 Strategy (SGS Economics & Planning in association with Latrobe City Council, 2021); and
- the Latrobe City Urban Design Guidelines 2021 (Hanson Pty Ltd in association with Latrobe City Council, 2021) into the Latrobe Planning Scheme.
This includes changes to the Planning Policy Framework to encourage the supply of social, affordable and specialised housing and introduce updated municipal Urban Design Guidelines and associated strategies.

If you choose to make a submission, you consent to your submission and name being made public through the amendment process and being published in reports that will remain public indefinitely.
As required by the Planning & Environment Act 1987, your submission will be made available for public viewing including on Council’s website, and be provided to other parties involved in the planning scheme amendment process including Planning Panels Victoria and the Minister for Planning.
