About the Moe Activity Centre Plan

The draft Moe Activity Centre Plan (MoACP) 2026 is a visionary document used to guide and facilitate growth and development within the Primary Activity Centre of Moe over the next 15-30 years.

The MoACP will guide changes to land use, built form and public spaces that together can achieve economic, social and environmental objectives for the centre.

The key directions for the MoACP are:

  • Strengthen Moe’s identity and sense of place;
  • Create a vibrant, mixed 24-hour economy;
  • Create connected, green and inclusive public spaces and streets; and
  • Support sustainable growth.

To achieve the key directions, objectives and strategies were established under the four main themes of Land Use and Activity, Built Form and Development, Landscape and Public Realm and Access and Movement as well as the establishment of six precincts with unique identities.

Aims of the Moe Activity Centre Plan

  • Creating greater economic activity and social vitality of the area - more jobs, more people;
  • Creating a safer, more pedestrian and cyclist-friendly town centre, with better connections to the railway station, Moe-Yallourn Rail Trail and Moe Botanical Gardens;
  • Promoting new development with better design outcomes for buildings and landscaping;
  • Creating a greener, more defined public realm; and
  • Making the best use of council resources and focus council investment to best serve the community.

About Amendment C155

The amendment proposes to implement the land use and development directions from the Moe Activity Centre Plan background reports and Moe Activity Centre Plan (Latrobe City Council, 2026). The Moe Activity Centre Plan (MoACP) forms the basis of the amendment which will guide future decision making as it relates to planning and design matters in the Moe Activity Centre (MoAC).

Generally, the amendment introduces new zones, overlays and local planning policy into the Latrobe Planning Scheme to improve clarity and certainty for stakeholders about the role of the MoAC in delivering increased housing, retail and employment opportunities.

The amendment seeks to implement the Moe Activity Centre Plan 2026 into the planning scheme by:

  • Applying the Activity Centre Zone (ACZ) to the CBD;
  • Applying the Environmental Audit Overlay to potentially contaminated land;
  • Deleting the Moe Activity Centre Plan from Clause 11.03-1L;
  • Rezoning residential land in the Commercial 1 Zone to a residential zone; and
  • Updating the Moe-Newborough Town Structure Plan and Moe-Newborough Housing Framework Plan.

Specifically, Amendment C155 proposes to:

  • Rezone Commercial 1 Zoned and Mix Use Zoned land to Schedule 3 - Activity Centre Zone which defines 6 precincts within the centre and prescribes what the built form will look like in each of those precincts;
  • Insert a new schedule 3 to the Activity Centre Zone for the Moe Activity Centre, consistent with Morwell and Traralgon;
  • Rezone pockets of C1Z land to a residential zone, if the primary use is residential, or vacant land on a primarily residential street or a use that is allowed under the residential zone;
  • Rezone the Moe Police Station to a Public Use Zone;
  • Apply the Environmental Audit Overlay to 24 properties identified as being used or have been used for a potentially contaminating use such as a service station or drycleaners;
  • Amend Clause 11.01-1L to update the extent of the commercial and residential areas in the Moe-Newborough Town Structure Plan;
  • Delete Clause 11.03-1L-01 to remove the Moe Activity Centre Plan due to it now being in a zone;
  • Amend Clause 16.01-1L to update the extent of the commercial and residential areas in the Moe-Newborough Housing Framework Plan;
  • Amend Planning Scheme Zone Maps 27 and 28;
  • Insert Planning Scheme Overlay Maps 27EAO and 28EAO;
  • Amend the Schedule to Clause 72.03 (What does the Planning Scheme Consist of?) to include the mapping references for the EAO;
  • Amends the Schedule to Clause 72.08 (Background Documents) to update references to the Moe Activity Centre Plan;
  • Amend the Schedule to Clause 74.01 (Application of Zones and Overlays and Provisions) to include the ACZ applying to Moe CBD; and
  • Amend the Schedule to Clause 74.02 (Further Strategic Work) to include further strategic work items identified in the Moe Activity Centre Plan.
