About Amendment C132

Amendment C132 is a Council led Technical Corrections Amendment to the Latrobe Planning Scheme. The amendment has an affect on 8,439 properties by removing planning permit triggers, removing barriers for development and facilitating development more efficiently.

The amendment proposes zone changes to reflect current and future uses of land, overlay map changes to remove redundant controls and change inaccurate mapping and schedule changes to update details and correct errors.

Specifically, Amendment C132 proposes to

Amend map to Development Plan Overlay Schedule 5 (DPO5) at Crown Allotment 2043 \PP3072 Latrobe Road, Morwell to correct overlay alignment with the zoning boundary;

Rezone section of land in Ellavale Estate, Traralgon from Neighbourhood Residential Zone – Schedule 3 to Neighbourhood Residential Zone – Schedule 4 to resolve a rezoning error that does not suit neighbourhood characteristics of the area;

Rezone council-owned parcels of land to Public Park and Recreational Zone (PPRZ) across the municipality to reflect land use as Council owned public open space;

Amend Section 3 of Design and Development Overlay Schedules 7(DDO7), 8(DDO8), 10(DDO10) and 11(DDO11) Latrobe Regional Airport – Obstacle Height Area to remove the unnecessary planning permit trigger for subdivision;

Amend Development Plan Overlay Schedule 1(DPO1), Morwell North-West Development Plan, to include objective details and change permit and development plan requirements to enable development to proceed in accordance with Latrobe Valley Planning Scheme Review- Glossop Town Planning(August 2019);

Remove Development Plan Overlay Schedule 5 (DPO5) from map no. 70DPO at Franklin Place Estate, Traralgon as the development has occurred in accordance with the approved Development Plan and is no longer required;

Remove Environmental Audit Overlay (EAO) to properties 10, 8, 6, 4A and 4B Godridge Road and 41, 43 and 45 Catherine Street, Morwell, as audit requirements have been satisfied with EPA’s approval;

Amend Schedule to Clause 53.01 Public Open Space Contribution and Subdivision for land within the Morwell North-West Development Plan to correct amount of contribution accordance with the Development Plan and Development Contribution Plan;

Amend Public Park and Recreation Zone to replace Schedule 1 Section 2.0 Sign requirements, to reflect current Latrobe City Council recreation reserve names;

In Planning Policy Framework Clause 16.01-1L the Traralgon and Toongabbie Housing Framework Plans will be replaced with current maps. The Traralgon Housing Framework Plan is a consequential change of the proposed rezoning to the Ellavale Estate. The Toongabbie Housing Framework Plan was reverted back to an older version in error through Amendment C138latr and needs to be replaced with the correct map from Amendment C126latr.
